David Prowler served as Mayor Willie Brown’s Project Manager for the 303-acre Mission Bay Redevelopment Project, with responsibility for negotiating transactions, entitlements, and government and community relations. He coordinated the efforts of all involved City agencies.

David brought together a wide range of community constituencies, a dozen City agencies, and the City’s elected officials to achieve a consensus proposal.
Approvals by all agencies were unanimous.
